Who we are, and what we have not done yet

BhavaniAI Inc. is an industrial staffing company being built in Mississauga, Ontario. We have not placed a worker yet. This page is why the company exists, what the name means, exactly how far along we are, and the standards we intend to be judged by.

Pre-launch

Our Ontario temporary help agency licence application is in progress. Until the licence is issued we are not placing workers. Check any Ontario agency, including us, on the MLITSD public register (opens in a new tab).

Licensed

BhavaniAI Inc. holds Ontario temporary help agency licence [THA-LICENCE-NO]. Verify it on the MLITSD public register (opens in a new tab).

Why we exist

Industrial staffing has a trust problem, and it runs in both directions

An employer books four people for a Monday morning and two arrive. A worker is picked up in a van and finds out the rate at the end of the first shift. Those are the same problem seen from opposite ends of the same industry.

Ontario did not start licensing temporary help agencies and recruiters because the sector was working. It started because enough people were charged fees they should never have been charged, sent to sites they were told nothing about, and left without coverage when something went wrong. Employers, meanwhile, learned to expect no-shows, churn and a phone number that reaches a coordinator who has never seen their dock.

BhavaniAI is being built to do the boring things properly instead. Screen people before anyone is sent. Tell both sides the truth about pay, hours and conditions before anyone says yes. Carry the WSIB coverage and the employer obligations that come with being the employer. Answer the phone when a shift breaks at 5 a.m.

None of that is clever. It is the ordinary work of running a staffing company, and it is the part that gets dropped first when volume matters more than the people in it. We are a new company with nothing behind us yet, so this is a statement of intent rather than a record. It is the standard we are choosing, and it is the standard we expect to be held to.

Where the trust breaks

The complaints on each side are consistent enough that anyone who has worked in this industry can recite them.

  • Employers get no-shows. Four booked, two on the floor, and a supervisor covering a station instead of running the shift.
  • Employers get churn. A different face every week, the same orientation given four times, and nobody on the line long enough to get good at it.
  • Workers get charged fees that are illegal. A registration charge, a "training" charge, a deduction off the first pay. Section 74.8 of the Employment Standards Act prohibits all of it.
  • Workers are sent out blind. No company name, no address, no rate, no idea what the job involves until they are standing in it.
  • Workers are treated as disposable. Sent home after twenty minutes with no three-hour pay, dropped for asking about a hazard, replaced before anyone learns their name.

A company that fixes the second list tends to fix the first one as a side effect. People who are told the truth and paid properly turn up.

The name

Why "BhavaniAI", and what the "AI" does not mean

Bhavani comes from the founding family. In the household this company started in, the name carries two ideas: strength, and protection for the people in your care. That is a personal reason rather than a marketing one, and it is the standard the family name is attached to. If we place someone badly, the name on the door is the one that wears it.

AI is there because modern tools genuinely help with the administrative half of staffing. Keeping a database of skills, certificates and expiry dates that is actually searchable. Matching a shift specification against people we have already met, in minutes instead of an afternoon. Making sure a forklift ticket that expires next month is flagged before somebody is booked on a truck.

That is where it stops. The decision about whether a person is right for a job is made by a person who has spoken to them.

Do we use artificial intelligence to screen applicants? No.

Our name invites the question, so here is the answer in plain terms. We do not currently use artificial intelligence to screen, assess or select applicants. Every shortlist is put together by a person, and every decision to put someone forward for a job is made by a person.

Ontario's job posting rules under the Employment Standards Act, in force since 1 January 2026, require a publicly advertised job posting to state whether artificial intelligence is used to screen, assess or select applicants. Our answer today is no. If that ever changes we will say so plainly on every job posting, as the law requires, and we will say it here as well.

We also do not use automated tools to rank, score or filter people out of a hiring process. If we ever did, a person would still make the final call, and you would be told before you applied rather than after.

Mission and vision

What we are for, and where we are trying to get to

One of these describes the work. The other describes the ambition. We have kept them apart on purpose, because a plan and a wish are not the same thing.

Our mission

To put people into industrial work on terms that both sides were told the truth about, and to carry the employer obligations that come with it rather than push them onto somebody else.

In practice that is four things, every time. Screen the person before anyone is sent. Brief the worker on the company, the address, the rate, the hours and the PPE before they accept. Register, insure and cover them properly. Be reachable by name when something goes wrong on a shift.

Our vision

An Ontario staffing company that grows because employers call back and workers come back, not because it outspent anyone on advertising.

Longer term we want to serve employers across Canada. We are saying that as an ambition, not as a footprint. Today there is one office, in Mississauga, and we will not open a second region until the first one runs properly. Any staffing company can put a map of Canada on a website. Very few can staff every pin on it.

What we stand for

Six rules, written as things we do rather than words we like

Values are only worth publishing if somebody can tell when you have broken one. Each of these is testable. If we fail on any of them, say so to our face and we will fix it.

Nobody goes to a site blind

Before a worker accepts an assignment they get the client's legal name, the site address, the hourly rate, the shift and hours, and the PPE required. If we cannot tell you those five things, we do not send you and you should not go.

Safety is not paperwork

Orientation happens before the first shift, not during it. PPE is confirmed before the gate, not discovered at it. The split of health and safety duties between us and the client goes in writing before anyone starts, so nobody is reading it for the first time after an incident.

We say no to work we cannot staff properly

If we do not have the right people for your shift, you hear that on the same call. A body who cannot do the job costs you more than an empty spot, because it also costs you a supervisor. We would rather lose the order than send the wrong person.

Workers never pay. For anything. Ever.

No registration fee, no placement fee, no resume fee, no training fee, no equipment deposit, no deduction dressed up as an administration charge. Section 74.8 of the Employment Standards Act prohibits it. We would not do it anyway.

One person is accountable

Every placement has a name attached to it on our side, and that person owns it from the requisition to the follow-up call. No ticket number, no queue, and nobody who gets to say the file belonged to someone else.

We follow the rules even when nobody checks

Licensing, WSIB coverage, ESA record keeping, and human rights obligations in how we screen. We are not building a company that behaves properly during an inspection and differently the rest of the year.

Where we actually are

How we are building it, in order

Most new companies hide this part until it is finished. We would rather you could see exactly which step we are standing on, because it is the only way to judge whether anything else on this site is honest.

Nothing below is a launch date. A licence application takes as long as the ministry takes, and we are not going to invent a timeline to make a website look busier.

Ask us where we are today

  1. Incorporated in Ontario Complete

BhavaniAI Inc. is an Ontario corporation with one office, at 50 Mississauga Valley Blvd in Mississauga. One legal entity, one address, no numbered companies behind it.

  2. Licence application with MLITSD In progress

Ontario requires a licence to operate as a temporary help agency or a recruiter. Our application is with the Ministry of Labour, Immigration, Training and Skills Development. Until it is issued we are not placing workers and not accepting assignments. You can check the status of any Ontario agency on the public register (opens in a new tab).

  3. WSIB registration and insurance Next

Workplace Safety and Insurance Board registration, plus commercial general liability and the other coverage a client's procurement team will ask to see. Coverage has to be in force before a first shift is worked, not applied for afterwards.

  4. First client partnerships Underway

We are having conversations with employers now, learning sites, shifts and requirements so the groundwork is done. We will not sign a client agreement until the licence is issued.

  5. Placing workers Not yet

The day the licence is issued, this page changes and so does the rest of the site. Until then we have placed nobody, and any page that suggested otherwise would be the first thing we had lied about.

Where we actually are

How we built it, in order

We published this list before any of it was finished, and we have left it up. It is a fair record of how long each step took and what we said we would do at each one.

Leadership

Who you are actually dealing with

One person, named, with a phone number. That is the whole team today and we are not going to dress it up as anything larger.

Sagar Sakpal

Founder

Sagar incorporated BhavaniAI Inc., is responsible for the licence application now with the Ministry of Labour, Immigration, Training and Skills Development, and is writing the screening, safety orientation and record keeping process the company will run on. At this stage he is also the person who answers the phone, reads the enquiries and would be accountable for any placement we made.

There is no photograph on this page and no list of credentials, because a page like this one is usually where a new company starts inventing things. When there are other people here, they will appear with their real names and their real jobs.

If you would rather ask a question than read a website, contact us and you will get an answer from him.

Where we operate

One office, in Mississauga, and a service area we can actually drive to

Our head office is at 50 Mississauga Valley Blvd, Mississauga, Ontario L5A 3S2. It is the only office we have, and everything we do runs out of it.

We are building to serve employers across Peel Region and the wider GTA, Halton, Hamilton, and southwestern Ontario. In practice that means the warehouse belts and industrial parks along the 401, the 407 and the QEW, and the plants and distribution centres in Mississauga, Brampton, Toronto, Oakville, Burlington, Hamilton, Brantford, Kitchener–Waterloo and London.

Commute is part of whether a placement works, so we treat it as a screening question rather than an afterthought. A worker on a 4:30 a.m. start with no car and no bus that gets them to your gate is not a placement, it is a no-show in a week's time.

Canada-wide is an ambition, and we are labelling it as one. We are not going to list provinces we cannot staff. When we can serve a region properly, it will appear on this page with the same detail as the rest.
